The Water Supplies Department (WSD) has launched a market sounding exercise (MSE) for delivery of the first stage of the proposed desalination plant in Tseung Kwan O (TKO).
The MSE is not a pre-qualification exercise to shortlist or prequalify any potential bidders. Prospective bidders are welcome to participate in the MSE to share with WSD their level of interests as well as experiences, expertise and views on the design, construction and/or operation of the proposed desalination plants on a non-committal basis.
Having completed the planning and investigation study on the proposed desalination plant in TKO Area 137, WSD engaged consultants, Black & Veatch, in November 2015 to embark on the design of the proposed plant with a view to inviting tenders for a “Design and Build” or “Design-Build-Operate” contract as early as possible.
The first stage of the proposed desalination plant will adopt reverse osmosis technology and have a water production capacity of 135,000 cu m/day (with provision for future expansion to the ultimate water production capacity of 270,000 cu m/day).
WSD will consider relevant information gained through the MSE with a view to optimising the project implementation arrangement to both meet the project objectives and suit good market practices. Interested parties can download the MSE document from the project website. Responses to the MSE should be returned to WSD preferably before 30 April 2016.
